Why didn't (U.S) President Andrew Jackson believe in a National Bank? And him paying the debt...?

I don't see where this comes from. But amid his war against the national bank, he also completely paid off the National debt of 58 million because he also didn't believe in debt. And it was truly remarkable for his time if you ask me. We were actually in surplus after he paid everything off. Was it smart for him to pay it all off?
