Black tie event for New Years Eve in Waterloo, Toronto or somewhere in between.?

My girlfriends and I want to go somewhere dressed up for new years. More like a ball feeling rather then just a club. Like a black tie event and give the feeling of luxury. Is there anyplace that they do this? Like the movies where millionaires go and such. But obviously millionaires wont be where we are but I just want that feeling. Also, is there anyway to get into those parties?
