What is a high school cl commissioner?

I am interested in student council. I am not exactly sure what a cl commissioner does. Any info would be great! And also, what is the difference between a cl commissioner and a cl representative? Is it easier (I mean less work) to be a representative or a commissioner, because I don't have a lot of free time. Thanks :D
